Abstract

The Federal Republic of Germany became a sovereign independent country on 5 May 1955. As a member of the Council of Europe, Western European Union, NATO, the European Coal and Steel Community, the European Payments Union and the Specialized Agencies of the United Nations, the Federal Republic claims to speak and act on behalf of the whole German people. However, since the unconditional surrender of the German armed forces on 8 May 1945 there has been no central authority whose writ runs in the whole of Germany. In the absence of a formal peace treaty, the country is virtually partitioned between the Federal Republic of Germany and the Soviet Zone of Germany (German Democratic Republic).
