Abstract
In this chapter, I discuss my approach to researching e-governance for development. My inquiry over the years has been shaped by policy shifts that have occurred regarding the relationship between administration, governance and development. Guided by a constructivist epistemology, my research adopts a critical stance to ‘taken-for-granted’ theories about governance reform and aims to interpret the views of the various producers and consumers of e-governance projects. My research design adopts a longitudinal perspective and presents three case studies of e-governance in India. Each case is from a different state and is targeted at a different sector. I conclude this chapter by describing some of the methodological issues and challenges that have arisen.
