Abstract
In Finland nuclear energy is the only form of energy production that is governed by a specific law and liabilities: the law on atomic energy was enacted in 1957 and the law on atomic liabilities was enacted in 1972. Following the Chernobyl incident in 1986 a new law on nuclear energy, the Nuclear Energy Act (990/1987) accompanied by the Nuclear Energy Decree (161/1988), was deemed necessary and this has been in force since 1988. Under the act, new reactors larger than 50 MWth require a government Decision-in-Principle (DiP) that the new facility will be of benefit to society. The DiP will also require parliamentary approval.
