Abstract
In response to the question as to why the Commonwealth, and in particular its Secretariat, has been especially involved in the issues confronting small states, there is no more apt an explanation than that offered by Peter Lyon in The Round Table. For many years the editor of this Commonwealth Journal of International Affairs, he was a cogent observer of the Commonwealth.1
