Abstract

A new stage was set for China in 1977 after the third Plenary Session of the Tenth National Congress of the CCP. In August 1977 Deng Xiaoping, Vice Chairman of the CCP, stressed that the education system required immediate restoration and development. He instructed “all primary, middle schools and higher education institutions to restore the education system from the beginning of the school year in autumn 1977” (Zhou, Y., 1990, p. 106).
