Abstract

What do we mean by ‘international impact’? How does one measure it? Political scientists have offered various approaches (Allen and Smith 1990; Ginsberg 2001), but none has proven wholly satisfactory. To what extent does the European Union (EU), through the adoption of a unified voice, succeed in defending its interests in world affairs? To what extent does the EU, through its external action, succeed in influencing the nature and direction (both general and specific) of international relations? And to what extent does the EU, through its values and example, succeed in projecting itself as a normative model of international action to be either solicited or emulated? In order to assess these issues, we shall examine key events, players and trends.
