Abstract
Today, we are confronted with an enormous ambivalence in the understanding of European integration politics. Some observers stick to the ‘widening versus deepening’ concept and advocate a continuation of the enlargement process, be it at a slower pace. Others prefer a shift to the intergovernmental option or plead for a core Europe with a largely differentiated policy towards the various peripheries. Less often do observers look at the pan-European perspective, which includes a view on Russian foreign policy and CIS integration processes.
