Globalization rests on the removal of trade barriers but also on a communication network that spans the countries of the globe. The new international consensus on telecom administration reflected this fact. As chapters two and four emphasized, the consensus favored sector liberalization in three steps:
  1. 1.

    Separating the operator and the regulator to ensure that the state-owned monopolist did not set its own rules.

  2. 2.

    Privatizing the operator, to ensure infrastructure investment and prevent the state from discriminating in the operator’s favor.

  3. 3.

    Opening the telecom sector to competition to create impetus for innovation.
