Abstract
In over 60 years of counterterrorism warfare, little seems to have changed in the Israeli army mindset since the foundation of the state of Israel. In response to a terrorist threat or an insurgency, be it armed or unarmed, the IDF employs the same sort of response—disproportionate response—striking both combatants and noncombatants at once when it is impossible to strike one without hitting the other, with a certain degree of intentional excess, while trying to refrain from spilling over into mass crime.
