Abstract
Over a decade has passed since the International Conference on Population and Development (ICPD) Programme of Action became a favored operational paradigm for international population assistance. How well have donors, nongovernmental organizations (NGOs), and recipient countries delivered on the promise of the Cairo agenda? Evidence to date suggests that the record has been mixed in terms of financial commitment, program action, and policy direction.
