Abstract
The advances in information technologies, coupled with the development of more sensitive measuring instruments have meant that verification increasingly depends on ongoing, indirect monitoring. Called technical monitoring, it addresses the problem of intrusiveness into sovereign territory by making the detection mechanism mechanical and automatic. ‘Look, Ma, no hands’, so to speak.
