Abstract
Wei Zongyou identifies four fundamental issues in the new, more equal China-US relationship: an absence of shared values; US military bases near China’s coastline; the absence of a regional security regime; and unavoidable tension as China modernizes its navy. Wei suggests a “grand bargain” of five commitments: China accepts US military presence, alliances, and EEZ activities; the USA accepts China’s need for maritime security; China agrees to resolve maritime disputes peacefully; the USA restrains its allies from provoking China; and China, the USA, Japan, and ASEAN construct multilateral cooperation and coordination.
