Abstract

Shi Yinhong and Han Caizhen indicate five obstacles to Asia-Pacific cooperation: (1) the number and diversity of states; (2) weak ASEAN leadership and big power disagreements; (3) China and the USA each regard the other as an “outsider” in the region; (4) parties to conflicts in the Korean peninsula, the Taiwan Strait, or the South China Sea distrust regional multilateral forums; and (5) growing nationalism. Though economic interdependence could produce a regional sense of community, these obstacles block progress. Therefore, China should focus on neighborhood diplomacy such as the One Belt-One Road initiative, while maintaining overall stability and existing levels of cooperation.
