Recognition of the need for political change has been a commonplace of thinkers of every period and every shade of opinion. ‘A state without the means of some change’, said Burke in a famous phrase, ‘is without the means of its own conservation.’1 In 1853, Marx wrote trenchantly on the Eastern question:
