Chapter 10 covers the convoluted debate from 1975 on within the Economic Reconstruction Group, chaired by Shadow Chancellor Geoffrey Howe, of how to tackle inflation, either through incomes policies or through control of the money supply. Whichever approach was adopted, it was clear the attitude of the trade unions would be critical. A separate Policy Group on the reform of industrial relations was being chaired by James Prior who believed, however, that a policy of conciliating the unions would be the best way of avoiding the sort of confrontations which had so undermined the Heath government.
