Abstract
Traditionally, Austrian universities have received a high number of foreign students and for almost half a century the appointment of professors from abroad has been an explicit aim of the country’s higher education policy. Today the country is far above average in OECD rankings concerning academic mobility. Does this situation entail that Austria is also active in cross-border education in the neoliberal sense of trade in higher education? Along the four Modes of the General Agreement on Trade in Services (GATS: Consumption abroad, presence of natural persons to supply services, commercial presence and cross border supply) this contribution discusses the situation and recent developments in Austrian higher education.
