Abstract
This chapter examines the role of foundation presidents within the PHEA. While presidents did not participate in the day-to-day management of foundation activities, they were instrumental in setting goals and determining the foundation’s vision. Because of this, the PHEA would not have been possible without the initiative of foundation presidents: The founding presidents of the Partnership shared a common interest and past experience in the field of higher education, and used this common ground to craft a unified vision for the development of higher education in Africa. While the authority of foundation presidents can be a powerful voice in setting development priorities, this can be a problem in terms of program ownership as changes in leadership can have a detrimental effect on grantmaking institutions.
