Teacher education programs have attempted to increase the diversity of program completers but have found this challenge difficult. Art Levine found in Educating Teachers that a great disconnect exists between teacher education and the public schools (2006). As the teaching population in early childhood education and elementary teacher preparation programs is overwhelmingly female and Caucasian, this presents challenges for teacher candidates who are male or persons of color. Most teaching faculty in teacher education programs either match the current demographics or lack experience working in the public schools. Reforms to teacher licensing and credentialing has increased the barriers that permit diverse candidates to become teachers. As a result, many teacher education programs are unable to provide appropriate levels of support to diverse teacher candidates.
