Abstract

The telecommunications sector is another example of the coordination pattern. It serves as a contrast to the electricity sector, as it differs from it on two points. It features a different distribution of implementing competences and a different outcome regarding the agencification process. While, at the very beginning, most implementing competences in telecommunications had remained at the national level, the Commission managed to reap a significant share of the regulatory power in the early 2000s. In terms of regulatory agents, the model of regulatory network emerged and remained predominant until today. As the Commission’s attempt to agencify the network met strong resistance from the member states and the national regulators, the current regulatory agent is a hybrid body between a network and an agency. This process is structured in three stages and the chapter ends with an analysis of the findings in light of the conjectures exposed in Chapter 2.
