Abstract

The author summarises the main findings of the book, focusing on the institutional and cultural dynamic. This chapter reviews the closely knit institutional framework, where bureaucrats in the Ministry of Justice and Public Prosecutor’s Office play a pivotal role in the retention of capital punishment and cultural norms are used to justify the system. The author concludes by setting out implications for international and domestic anti-death-penalty advocates regarding their campaigns to achieve abolition in Japan.
