Abstract
Thalwitz tries to break through the barriers of the debate on aid fragmentation to show that pluralism in development finance has a strong role to play in achieving the objectives of aid. Her main point is that vertical funds are ODA’s only instrument to date to contribute to solving some of the world’s most pressing issues that matter to each country and the world at large: food security, climate change and infectious diseases. They demand a high degree of collective action among the world’s leadership, public and private. Thalwitz uses select examples to show the evolution of such funds and offers a glimpse at improvements in design and implementation to achieve cooperation in the interest of the global good.
