International Structures and External Perceptions: Projecting and Receiving the EU as a Global Energy Governance Actor in the Eyes of Emerging Powers (Brazil, India, China)

Abstract

While energy issues are a priority topic in international affairs, the global governance structure of energy policy is characterized by institutional segmentation as well as fragmentation and can be classified as dysfunctional. In addition emerging powers are playing key roles. Is the EU policy within the energy landscape one of accommodation or entrenchment? This chapter answers this question by studying the projection of EU energy governance messages in the new settings towards emerging powers and analysing EU perceptions in terms of three fundamental energy norms of sustainability, security and competitiveness in Brazil, India and China (data came from interviews with local elites and content analysis of the influential press in these countries). Significantly, this chapter argues reception to be key to understanding relative power in a changing world.
