Abstract
International educational programs play a key role in providing the skills needed for a competitive, globally competent workforce and for a citizenry who are cultured, transformative, and empowered to support reform at the local and global level. This educational focus was mentioned as a key role for community colleges in the 1947 Truman Commission Report, is a theme in President Barack Obama’s “Race to the Top” initiative, and is supported by community college chancellors, presidents, Boards of Trustees, and associations. Astin and Astin (2000) describe transformative leadership as a pattern that involves individuals as “change agents” who seek to create intentional change within the institution. In the community college, strong leadership is needed at the faculty, mid-administrator level, and executive officer levels, to turn their vision into action that stimulates and affects long-term and systemic change.
