Abstract
In this chapter, the authors analyze university excellence initiatives recently introduced in Russia and examine how one Russian federal university is implementing new policies in order to raise its academic and research profile nationally and internationally. The chapter analyzes institutional policies and research and teaching incentives, and presents the results of interviews conducted with faculty to learn about their perspectives on the current reform. Acknowledging significant efforts made to promote academic research at the university, the authors also identify a number of challenges faced by the faculty, including inadequate working conditions and low salaries. The authors conclude that developing a culture of excellence is a long and difficult process requiring substantial financial and human resources and the equal involvement of administration and faculty.
