This chapter presents a study of social organizing and activism around public procurement monitoring using new information technologies in Nigeria. From the perspective of civil society organizations (CSO), factors that impede the proper functioning of public procurement in Nigeria are less attributable to contractors than to problems “internal to purchasing and regulatory institutions.” This finding warns against the danger of overregulation and legal conformism without change in administrative, bureaucratic, and political culture.
