Abstract
This chapter presents an overview of the characteristics of political processes in Portugal to explain the reasons for the lengthy implementation of the Bologna Process. A brief description of the evolution of the higher education system following the 1974 revolution is presented, including the implementation of the polytechnic sector and the development of private higher education. Recent changes to the Portuguese higher education system, including its expansion and new legislation for governance and quality assurance, are analysed and discussed. The chapter concludes with the implementation of the Bologna Process in Portugal that was initiated rather late due to difficulties in passing the necessary legislation.
