Workers’ Participation at Plant Level in Russia

Abstract

Gerasimova offers a summary of concepts and legal regulations of workers’ participation forms and mechanisms during the twentieth and twenty-first centuries in Russia, as well as an overview of labor movements and historical events which influenced it. This chapter focuses on the regulation and the role of workers’ representative bodies, the evolution of their functions, and their influence on the development of collective labor relations in Russia. In addition to examining the role and power of contemporary Russian trade unions, the chapter explores if ‘other representative bodies’ and works councils may seriously influence labor relations and to which extent they may participate in the management of enterprises. Gerasimova draws attention to the low effectiveness of forms of workers participation at the plant level, recognized by the Russian legislation under the concept of social partnership: receiving of information, consultations, participation in collective bargaining, and conclusion of collective agreements. The chapter also explores collective conflicts at plant level and effectiveness of its legal regulation.
