Abstract
Until today, in the Italian context, participatory experiences have hardly been widespread. Investigating the causes of the insufficient spread, it has to be highlighted that historically the characteristics of the Italian industrial relations system and the orientations of the actors determined a context that was little inclined to allowing participation experiences. As there is almost no institutionalization of participation rights, the most significant experiences were introduced through company-level agreements. However, the approach of negotiated participation has produced disappointing results from the quantitative standpoint and hardly stable from a qualitative point of view. During the economic downturn, the debate over the institutionalization of participation rights has gained momentum. In the current context, it seems, however, difficult to expand workers’ rights through legislative initiatives as the political parties are becoming increasingly insensitive to trade union demands.
