Abstract

This promise was made in the fourth paragraph of the preamble to the 1946 Constitution, which set down fundamental rights that shaped France’s post-war Republican political culture: ‘all who have been persecuted for their actions for the cause of liberty have a right of asylum on the territory of the Republic’.
