Sputnik and the Soviet Threat

During the period of an effective US nuclear monopoly, while nuclear offensive capabilities were being refined, very little attention was given to the vulnerability of these capabilities to a Soviet surprise attack. After the first Soviet test of an atomic bomb in 1949 some thought was given to the problem.
