A Study of China’s Foreign Aid

Abstract

As is well recognized, China is rapidly emerging as a major donor. At the fifth Forum on China-Africa Cooperation (FOCAC) in July 2012, the international society was deeply impressed by China’s high-profile 20 billion US dollar financial commitment to Africa over the next three years. Leaders from around 50 African countries attended the fifth FOCAC — the platform inaugurated in 2000 to promote dialogue between China and African nations. While the rise of China’s foreign aid is a popular subject, it is difficult to obtain internationally comparable figures on annual aid volumes. In this regard, it is to be noted that no fundamental difference exists between the concept of China’s ‘foreign aid’ and the internationally accepted understanding of official development assistance (ODA), even though the two concepts are not the same (see Chapter 3).
