Abstract
Since the unconditional surrender of the German aimed forces on 8 May 1945 there has been no central authority whose writ runs in the whole of Germany. Consequently no peace treaty has been signed with a government representing the whole of Germany, and the country is virtually partitioned between the Federal Republic of Germany and the German Democratic Republic.
