Abstract
In 1863 Norway was an independent kingdom, united with Sweden in a personal union of the crowns but otherwise with its own laws and constitution (described in The Statesman’s Year-Book as ‘one of the most democratic in Europe’). Its population was 1,646,000. Some 60% of the economically active population were employed in the primary industries of agriculture, forestry, fishing and whaling, about 14% in mining, manufacture and construction. The merchant navy consisted of 6,109 vessels of 578,722 tons. The revenue for the 3-year period 1863–66 amounted to 4,780,110 specie-daler (slightly over £1m.); the public debt in 1863 was 7,266,500 specie-daler (£1&$x00B7;57m.).
