Abstract

Kazuhiko Togo suggests that peaceful reconciliation between Japan and China is both possible and urgent. The absence of reconciliation produces a divisive political dynamic that is moving Japan away from pacifism toward anti-Chinese nationalism and re-militarization. Recalling Japan’s role in the premodern Sino-centric Asian order, he suggests that the “Asianist” ASEAN Plus Three framework needs to be emphasized, without rejecting other levels of regional association. China and Japan need a “civilizational dialogue” to begin historical reconciliation and construct a new basis for East Asian community.
