Abstract
Gaye Christoffersen notes that, though the opportunity for multilateral Northeast Asian energy cooperation has existed for years, nothing substantial has been achieved. Christoffersen reviews past cooperation proposals that all foundered on distributional conflicts. Nevertheless, these failed efforts developed a dormant network of experts and consultation mechanisms that could coalesce into a multilateral “regime complex” in the right circumstances. A successful “mini-lateral” joint project could do this and grow into a broader regional mechanism.
