Workers’ Participation in Yugoslavia

Abstract

The Yugoslav experiment of workers’ participation between 1941 and 1991 was an outstanding experience within recent history. It is a product of the struggle for independence during the Second World War and between the two world powers—that is, the Soviet Union and the United States—during the Cold War for an own, third way between state socialism and capitalism. The main protagonist was Edvard Kardelj (1910–1979). We can differentiate four phases, which were marked by six revisions of the Constitution. The Basic Organization of Associated Labour was the foundation of the system. Since the very beginning, there came various criticisms—from dogmatic Marxists to anti-communists. Nevertheless, the idea does not seem to be dead yet. For example, one of the biggest IT producers in the world, the Chinese company Huawei, is practicing workers’ participation since its creation in 1988.
