Abstract

To improve the usability of e-governance applications and to remove the issues of corruption, unaccountability, and irresponsibility of government departments, Citizen-Centric-Model of Performance-Related-Pay is proposed. In this proposed model, a link to the portal will be given to the citizen who received the service. Portal will consist of 5 Usability Related Questions (Q1–Q5) and Rating using Dichotomous Rating Scale (Yes/No) will be stored in the database (Yes = 1, No = 0). The proposed formula for Rating of Department (RD), Incentive Rate (IR) and Incentive Amount (IA) will be applied. For model validation, a manual survey of 10 citizens is conducted by considering the Postal and Telecommunications Department and Basic Salary is 15000 units. Results are RD as 2, IR as 4 and IA as 600 units. Accordingly, the departments of government will evolve themselves constantly to improve RD, IR and IA to get satisfactory incentives thereby giving proper and fully usable online services.
