Abstract
With the advent of the big data era, data is the foundation and strategic resource for economic growth and social progress. Opening up of government data contributes to the improvement of governmental transparency and governance capability, and of market vitality. It also contributes to industrial development and improvement of the public’s right to know and their sense of happiness.
