Abstract
The availability of land for a planned community has been always a crucial issue for urban developers in Jakarta. Creating land through reclamation is considered a less expensive way to acquire that is free from local resistance and land price speculation. Despite environmental issues and resistance from local fishermen, the reclamation project proceeds within the framework of the National Capital Integrated Coastal Development that is disputable in response to climate change. This study attempts to divulge and examine what is actually at stake in the project. The research question is: to what extent is the National Coastal project worth doing, and why the coalition between private and public sector so strong is through this project is most likely toward the marginalization of urban poor. Despite the urge for reformation, this study argues that the public policy on urbanism in North Jakarta has been historically trapped by the long-term planning of neoliberal Suharto’s New Order legacy from 1990s.
