Abstract

The degree of accuracy of calculation by a rational person is related with not only his intelligence but also his fields of vision in both time and space. The longer and wider the vision is, the more exact the calculation is. However, human beings can only allocate resources rationally into limited time and space because of their bounded rationality and attention capacity. Human begins have evolved an instinctive ability to focus on information in a certain scope and ignore the larger scope, which is not suited to the needs of the gigantic scale of human society developed in recent thousand years, and highly connecting with each other in term of institutions. The instinctive tendency to focus on a small, immediate game can lead to failure in larger games. Therefore, human society develops activities and institutions such as education and religion for correcting this instinctive bias. However, education and religion do not cover all people, nor do all educated and enlightened people have long and wide visions, so often there are people to make mistakes of “losing in larger games while winning small ones”.
