Abstract
As noted in Chaps. 3 and 4, the fundamental problem that needs to be addressed in Vietnam’s STI system is primarily the macroeconomic system. Macro policies need to be adjusted to stimulate the supply-demand relationship in the STI system. This relationship needs to be expanded internationally, meaning that there is a need for an expanded STI system in the integration process. Thus, in terms of system theory, the key recommendation for the Vietnamese STI system to integrate internationally is to restructure the STI system to conform to the structure of the international STI system. The term “restructuring” is mentioned by Vu Cao Dam in his book, Paradox and Escape, referring to a process of reorganizing and rearranging the components of a system in accordance with a new paradigm in a new context. This chapter examines the problems, systems, and paradigms that restructure components within an STI system, thereby providing recommendation of policies for achieving compatibility with the world’s STI system, ensuring the necessary and sufficient conditions for international integration.
