Theoretical and Empirical Research on the Industrial Restructuring in Shenzhen

Abstract
This paper first raises the four “unsustainable” problems of “land, resource, population and environment” faced by Shenzhen. Then, according to optimization and industrial restructuring, after the comprehensive consideration of relevant state policies, academic achievements and data availability, the following five criteria are proposed: production efficiency, profit and tax contribution, resource consumption, environmental friendliness, and industry relevance. In our opinion, the industrial sectors with higher production efficiency, more per capita profit and tax contributions, less resource consumption, less pollution, higher industry relevance and faster technological progress are the sectors with a high degree of quality, and vice versa. Finally, an empirical study is made on the desirable and undesirable changes in the industrial structure of Shenzhen, and the relevant policy suggestions are given.
