Establishing a Maritime Security Joint-Force Partnership Between the Republic of Korea Navy and the Korea Coast Guard

Abstract

This chapter examines how the Republic of Korea (ROK) can implement a maritime security joint-force partnership between the Republic of Korea Navy (ROKN) and the Korea Coast Guard (KCG). In doing so, it explores the nature of the current ROK navy-coastguard nexus and argues that this can be optimized for closer cooperation between the two services. Previous intermittent attempts at cooperation between the ROKN and the KCG have revealed significant structural and operational difficulties, leading to a gap between declared intentions about the advantages of a maritime security joint-force partnership and its actual implementation in real-world maritime security situations.
