Abstract

This chapter builds up a detailed, convincing case for the importance of reconceptualisation of political leadership before a valid and rigorous study of political leadership can be conducted. It establishes a new framework and methodology to provide a useful tool to understand the role of political leadership either as a driver of, or an impediment to, regional community-building. With the help of data collected from fieldwork research, as well as document analysis of primary and secondary resources, this chapter proposes five facets of leadership as critical to community-building, namely, political will; the capacity of individual leaders; state capacity; legitimacy; and summitry.
