Abstract
This chapter treats multilingualism as a language ideology and order in addition to linguistic competence and practice. It examines how multilingualism has evolved from the Soviet model of multinational state building to the Chinese model of an inclusive Chinese nation-state building, an evolution that changes parallel multilingualism to ordered multilingualism. The chapter focuses on the development of separate minority and Chinese schools in the Soviet model and the integration of minority schools into Chinese schools and the shift from minority medium of instruction to Chinese medium of instruction in compulsory education in the Chinese model. It further looks into China’s adoption of the contested critical period hypothesis in language policy-making and implementation for preschool education with the slogan “Bilingual education starts with babies.”
