The Live and Let Live Hotel, 1876–1912: Local Option in Victoria

Abstract

In this chapter Taylor uses the example of the former Live and Let Live Hotel, in Barkers Creek, central Victoria, to track the effects of liquor licensing changes in Victoria during the period when anti-alcohol temperance alliances in several countries converged on calls for rights to local prohibitions on alcohol. The chapter analyses historical shifts in licensing legislation in Victoria from the 1860s to 1920s: early vetos, freezes on license numbers, voluntary polls, extensive hotel closures (including of the Live and Let Live) by the License Reduction Board, and culminating in the 1920 state-wide local option poll creating Melbourne’s two “dry zones”. The chapter newly maps the 1920 results, and corresponding Census data on religion. Taylor identifies legislative changes that increased local resident rights in licensing decisions, and argues these not only reshaped the hotel industry but helped establish planning norms around neighbourhood residential amenity.
