Abstract
This chapter provides a brief introduction of this book from a policy perspective as well as a theoretical perspective. As a policy background, this book overviews how neoliberalism has been interpreted in each country and how the neoliberal ideology has been translated into a policy language. This chapter focuses on a policy called the “incorporation” of a national university, which is one of the core policy languages in the region for policy discourses after neoliberalism was widely adopted in the public sector. The policy discourses are further developed by theoretical perspectives such as governance studies and institutionalism. Finally, this chapter overviews how the institutional factors such as the higher education model in each country are intertwined with external factors—globalization—in the neoliberal transformation of higher education governance.
