Wind and Solar Power in China

Abstract

China’s renewable energy has witnessed rapid growth since the implementation of its Renewable Energy Law in 2006. By the end of 2016, China had the world’s largest wind (169 GW) and solar (77.7 GW) capacities along with highly competitive wind and solar PV manufacturing. A policy framework for renewable energy provides targets, mandatory connection and full purchase, categorized on-grid tariffs, cost-sharing mechanisms and a special development fund. Curtailment persists; the main causes lie in transmission bottlenecks, an inflexible generation mix and institutional constraints (such as minimum generation quotas, regulated pricing, within-province supply-demand balancing, and poor compensation for ancillary services). Ongoing market reforms and renewable energy policies aim to address these constraints; success will depend on effective implementation.
