Enhancing Demand for Quality of Care in Family Planning in India: A Consultation Report

Abstract

In this final chapter, we present a summary of a consultation held in January 2017 on enhancing demand for quality of care in family planning in India. All available evidence indicates that quality of care in family planning is only improving gradually. Compared to interventions and research to increase the capacity of the service delivery system to provide quality of care, there are very few interventions that focus on enhancing demand for quality. Issues affecting quality of care extend beyond the service provider setting, influencing clients before they arrive to seek services. Important determinants that affect the demand for quality of care include clients’ agency and autonomy, gender norms, socio-cultural factors, costs of seeking quality care, myths and misconceptions about methods, and access to services and products. Clients’ perspectives on the services they receive are an essential part of understanding and assessing quality of care, and these are shaped by cultural values and norms, past experiences, perceptions of the role of the health system, and interactions with providers. There are several opportunities for improving quality of care. Socio-economic status, particularly of women, is gradually improving. The information and communication revolution offers opportunities to empower clients and communities to enhance demand for quality of care. The trade-off between increasing access and improving quality is shifting in favour of quality.
