Abstract
This chapter examines the politics surrounding the reopening of the Panguna mine, the avowed objective of the ABG. I draw upon interview data to discuss tensions within the space of landownership that have intensified as a consequence of the legacies of the conflict. I also discuss the perspectives of Bougainvilleans who reside in other parts of the island, highlighting the extent to which the ‘Panguna question’ has become intensely imbricated onto the scale of the island of Bougainville. The role of social movements that are opposed to the ABG’s extractivist development paradigm is also highlighted, as are escalating Panguna-related tensions between the ABG and the government of PNG that threaten to destabilise the forthcoming referendum on Bougainville’s independence.
